THE PORT SABOTAGE: Inside the Multi-Billion Naira Extortion Racket Behind the Apapa, Kirikiri Gridlock Collapse

Complete anarchy has returned to Nigeria’s premier maritime gateways as a toxic mix of institutional corruption, compromised regulatory oversight, and lawlessness has completely locked down the Oshodi-Apapa and Mile 2-Kirikiri expressways.

A deep-dive investigation into the biting gridlock reveals that the paralyzing traffic is not a mere infrastructural failure, but a highly organized, multi-billion naira extortion racket. Independent oil cartels, unmapped tanker operators, transport unions, and corrupt enforcement teams are actively sabotaging port logistics for private financial gain.

For months, the Nigerian Ports Authority (NPA) touted its electronic call-up platform, managed by Truck Transit Park (TTP), as the ultimate solution to the traffic menace. However, maritime operators and logistics experts now confirm the system has been entirely compromised.

While container trucks are forced to comply with strict digital scheduling, a major regulatory loophole exists: fuel-laden tankers remain completely unintegrated into the electronic call-up framework.

Exploiting this vacuum, independent oil marketers and tank farm owners are flooding the port access corridors with thousands of unscheduled, idle tankers. Maritime associations, including the Association of Maritime Truck Owners (AMATO), reveal that these rogue tankers frequently abandon their designated single-lane agreements, aggressively queuing in double and triple lanes from Cele Bus Stop down to Coconut and Tin Can Island.

The Extortion Ring: Who is Profiting From the Chaos?

The continuous paralysis along the Mile 2-Coconut axis has raised serious questions regarding the role of state and federal enforcement teams. Despite the high-profile deployment of the Police, military personnel, and Lagos State Traffic Management Authority (LASTMA) officials to clear the gridlock, traffic sanity has completely evaporated.

Insiders within the Petroleum Tanker Drivers (PTD) branch of NUPENG allege that a highly lucrative “tollgate economy” has emerged. Law enforcement agents deployed to control the corridor have reportedly turned the gridlock into an extortion bazaar, allegedly collecting heavy bribes from independent truck operators to grant them unauthorized lane access ahead of scheduled maritime vehicles.

Compounding the crisis is the recent influx of operations at a new terminal in Kirikiri Town and the poor internal logistics management of the Shema, Integrated, and Sahara tank farms near Westminster. These facilities allow massive inflows of trucks without providing adequate, off-road parking bays, forcing heavy-duty vehicles to use the national expressway as a literal holding property.

The Economic Fallout

The cost of this logistics collapse extends far beyond driver frustration. National logistics analysts warn that persistent gridlock and artificially inflated operational costs are actively driving international shippers away from Nigeria. Importers are increasingly diverting multi-million dollar container cargo away from Apapa to highly efficient neighboring ports in Togo and Benin Republic, dealing a severe blow to Nigeria’s customs revenue.

As the gridlock hardens into a total standstill, maritime stakeholders are demanding an immediate, aggressive federal intervention: the mandatory integration of all oil tankers into a singular digital call-up system, the immediate suspension of terminal licenses for tank farms lacking private parking bays, and a complete overhaul of the compromised security personnel lining the Lagos port corridors.
